Consultant – Global Menstrual Collective Strategic Action Plan Location: RemoteThis is a fully global. We accept applications from candidates residing in any country. Contract: Consultancy Duration: 1 October 2026 – 31 January 2027 Application deadline: 14 September 2026, 12PM BST About the consultancyThe Global Menstrual Collective (GMC) is a global advocacy network dedicated to advancing menstrual health and hygiene as a matter of rights, dignity, and development. WaterAid is a founding member and host of the GMC.The GMC is seeking an experienced strategic consultant to lead the facilitation and development of the GMC’s Strategic Action Plan. WaterAid, as GMC’s host, is recruiting the consultant in collaboration with the GMC’s Core Group.The consultant will serve as a trusted thought partner to the GMC and a skilled facilitator for the GMC's diverse network of members and partners. They will bring substantive expertise in strategy development, with experience in working with development sector networks. ObjectivesThe overarching objective is to develop a comprehensive, actionable three-year Strategic Action Plan that further strengthens the GMC’s role as a global advocacy network advancing menstrual health and hygiene.The assignment will include building shared ownership through consultation with the GMC Core Group and network partners; producing a Strategic Action Plan and Implementation Roadmap; and developing a business and funding plan incorporating capacity and resource mapping, gap identification and a funding pipeline. Scope of WorkThe consultancy will include:Reviewing relevant GMC documents and developing an inception report, methodology, workplan and stakeholder engagement framework.Designing and leading 2–3 structured online convenings with GMC members and partners.Synthesising stakeholder inputs, Political Economy Analysis recommendations and Shared Agenda for Action priorities into a coherent strategic framework.Developing a Strategic Plan and Implementation Roadmap with clear roles, responsibilities and accountability mechanisms.Producing a Capacity and Resource Mapping assessing GMC’s strengths, gaps and opportunities.Maintaining regular communication with the GMC Core Group and presenting draft and final recommendations. Expertise RequiredThe consultant or consulting team should have:Demonstrated experience in strategic planning for civil society networks, advocacy coalitions, or global health or rights-based initiatives.Strong facilitation skills and experience leading multi-stakeholder convenings across geographies and time zones.Familiarity with political economy analysis frameworks and their application to advocacy strategy.Knowledge of menstrual health and hygiene and/or related areas such as WASH, sexual and reproductive health and rights, or gender equality is an advantage.Proven ability to synthesise complex inputs into clear and accessible strategy documents.Ability to provide independent, critical perspectives and challenge assumptions.Experience working with or advising international NGOs, funding bodies or advocacy networks.Excellent written and spoken English.Ability to work independently and responsively within a defined timeline.
