EGYPT - Expert: Utility Asset Valuation - EU-funded Energy Transition Project

AGRER is putting together a team for an upcoming EU-funded technical assistance project, "Advancing Egypt's Energy Transition", implemented with the Egyptian Ministry of Electricity and Renewable Energy and the Ministry of Petroleum and Mineral Resources.One of the project's core components supports private sector participation in electricity distribution, including the privatization of a distribution company (DISCO). We are looking for a senior Utility Asset Valuation Expert to lead this work. Your roleLead the end-to-end valuation of electricity distribution and generation assets as part of a utility restructuring and privatization processDesign and adapt valuation methodologies (book value, replacement cost, market value, DCF, RAB) to international best practices and the Egyptian contextOversee asset inventory, financial review and legal due diligence, and produce valuation, sensitivity and risk analysesAdvise the regulator and ministries on transparent, auditable valuation frameworks for tariff-setting, investment planning and asset transfersSupport the preparation of legal and contractual instruments such as asset transfer agreements and disclosure requirementsDesign and deliver training so that valuation practices are embedded in national institutions Minimum requirementsMaster's degree or PhD in Finance, Economics, Engineering or a related fieldAt least 8 years of experience in utility asset valuation, financial modelling or infrastructure investment analysis in the energy sectorAt least 3 valuation assignments using cost-based, income-based and market-based approachesAt least 5 years working with or advising energy regulators, utilities or government bodies on asset valuation, tariff setting or financial performanceInvolvement in at least 2 privatization or commercial restructuring projects of state-owned utilitiesAt least 3 years of experience valuing renewable energy assets (solar PV, wind, hybrid) as well as conventional assetsExperience in developing or transition economies on donor-funded projects (World Bank, EU, AfDB, USAID, etc.)At least 5 years of experience building complex financial models (DCF, NPV/IRR, scenario and sensitivity analysis) in Excel, Python or RAuthorship of at least 2 asset valuation manuals or guidance documentsAt least 3 training workshops delivered to regulators, utilities or ministriesFluent English AssetsWorking knowledge of ArabicExperience in the MENA region Assignment detailsLocation: Cairo, Egypt (80% on site, 20% home-based)Input: 528 working days over a 36-month project
