IT Business AnalystGerman Statutory Health Insurance (GKV)Remote, with occasional on-site presence at the client in GermanyLong-term freelance contract12 months+ Our client, a global consultancy, is looking for an experienced IT Business Analyst who understands the insurer's world from the inside. You will work between the specialist departments (Fachbereiche), product owners and development teams. You will turn business and regulatory needs into clear specifications, and you will often act as product owner proxy. This suits someone who has built their career on the insurer side and is ready to move into consulting or project work, ideally as a first step outside a permanent role. Key responsibilitiesAdvise on which application changes or adaptations are needed to implement change requests, business needs and regulatory requirementsElicit, analyse and document requirements through workshops and interviews with the specialist departmentsWrite user stories, acceptance criteria and functional and business specifications, and model processes (e.g. BPMN)Act as product owner proxy (Product Owner Stellvertreter), including backlog prioritisation and stakeholder decisionsTranslate legislative and regulatory change (SGB V, SGB XI, gematik/TI requirements) into IT requirementsBridge business departments, IT providers, developers, testers and external vendors, using the language of the FachbereicheSupport impact and gap analysis, test case creation, UAT and defect triageContribute to sprint and release planning and agile ceremoniesWrite documentation and stakeholder communications in German Essential requirementsHands-on experience of the IT landscape inside a German statutory health insurer (GKV), gained by working for a Krankenkasse or a GKV IT provider. Roughly 5-10 years in the sector is typical.Participation in several IT projects on the business or specialist side, with a clear track record in business analysis and writing specificationsSound knowledge of GKV regulation and processes, including data protection (DSGVO / Sozialdatenschutz)Working knowledge of Telematikinfrastruktur (TI) topics: ePA, E-Rezept and KIM (secure communication in healthcare)Ability to hold credible conversations with business experts at the insurerExperience in agile (Scrum / SAFe) or hybrid delivery, with tools such as Jira and ConfluenceStrong stakeholder management and workshop facilitationFluent German (C1+), written and spoken DesirableExperience working with GKV software providers and platforms (e.g. BITMARCK, oscare)Delivery experience on large programmes such as ePA rollout or regulatory releasesPrior consulting or client-facing project experience (not essential, as the client welcomes people making the move)Certification such as IREB, CBAP or PSPO
