Please note that the European Chemicals Agency and the job position are located in Helsinki, Finland. Seconded National Experts (SNEs) are drawn from the civil services of EU countries. They bring their unique skills and knowledge to ECHA for a period of time before taking the experience acquired during their stay at the Agency back to their home administration. 1. GENERAL REQUIREMENTS Candidates for secondment must:Have current employment in the national, regional or local public sector or international civil service. Alternatively candidates may be employed in a non-profit or voluntary sector;Hold a university degree in a field relevant to the areas of work described in this call;Be a national of an EU or EFTA Member State or a candidate country as decided by the Council;Be able to communicate in written and spoken English as this is the working language of ECHA. 2. SECONDMENTThe secondment will be subject to an exchange of letters between the Head of People and Development of ECHA and the applicant’s employer. The duration of the first secondment is a maximum of one year. This period may be renewed for a maximum of three additional years. Seconded National Experts remain in the service of their employer throughout the period of their secondment. The sending organisation must continue remunerating the SNE, who will thus benefit from social security coverage. During their secondment, SNEs will receive subsistence allowances and reimbursement of expenses as set out in the “Rules on the secondment of national experts to the European Chemicals Agency”. The SNE Rules 3. PROFILE The Seconded National Expert will work in the Water and Alternative Methods Unit – P3. The Water and Alternative Methods Unit (Directorate P – Regulatory Cooperation, Biocides and Water - ECHA) manages the current and future risk assessment tasks of ECHA under the Water Directives (Water/Groundwater Framework Directives and Drinking Water Directives); and supports the development and use of alternative methods to animal testing for the assessment of hazards and risks of chemicals. Job description: Your main tasks will include one of the following, depending on your profile and interest, and considering the needs of your employer: Supporting the Water/Groundwater Framework Directive’s work on identification and monitoring of Antimicrobial Resistance (AMR) indicators:Identification of reliable methods for sampling and analysis of AMR indicators to potentially add the AMR indicators in the next surface water and groundwater watchlists;Development of the risk assessment approach for AMR indicators in the context of the water protection directives;Support the identification and analysis of pharmaceutical products for watch lists and priority lists activities;Support consultation with the WG chemicals and WG groundwater on the methodology, analysis and thresholds;Cooperate with the One Health AMR working group. More information on ECHA’s role in the Water Protection Directives can be found here: Water protection directives - ECHADrinking Water Directive application assessment:Assess applications aimed at the addition, renewal or removal of substances from the European positive lists of Article 11 of the Drinking Water Directive;Provide scientific and technical support to ECHA’s Committee for Risk Assessment (RAC) when it provides opinions to the European Commission on applications for the European positive lists;Contribute to the testing and implementation of the hybrid IT solution for DWD applications, including new case management tools and Dynamic Case;Contribute to ECHA’s initiatives aimed at supporting economic operators and Member State authorities in the preparation and submission of DWD applications. More information on ECHA’s role in the Drinking Water Directive can be found here: Drinking water - ECHA Alternative Methods, implementation of the Commission’s roadmap to phase out animal testing in chemical safety assessment:Contribute to the New Approach Methodologies (NAM) projects ECHA is undertaking or supporting in the context of the Commission’s roadmap to phase out animal testing;Provide scientific and technical support to ECHA operational units and Member States on NAM-related matters, including read-across, QSARs, omics and toxicokinetics;Provide scientific and technical support to Collaborative Platform on Alternatives to Animal Testing and related activities on read-across, QSARs, omics and toxicokinetics;Support the development of guidance documents to facilitate the regulatory uptake of NAMs, as needed. Selection criteria: Experience, where relevant to the profile applied for:chemicals hazard or risk assessment (human health or environment, including use of alternative methods),issues around AMR gene monitoring in the environment,migration from drinking water/food contact materials.Knowledge of REACH, Drinking Water Directive or Water Framework Directive as relevant;Experience in contributing to or coordinating projects in an EU or similarly multi-national context;Interest and motivation to build partnership with ECHA;Ability to communicate effectively in English at all levels both orally and in writing. 4.
