Role Overview The Deputy, Resilient Sovereign Finance takes operational and programmatic ownership of NF’s Sustainable Sovereign Debt Hub (SSDH) and London Coalition work, reporting to and partnering closely with the Lead, Innovative Finance.The Deputy leads the SSDH as an entity, ensure the London Coalition Secretariat is well-support and strategically aligned, line-manages the SSDH team, and manages the external relationships and convenings that advance the SSDH agenda within the sovereign debt community.The Sustainable Sovereign Debt Hub is NF’s platform for MDBs, industry bodies, finance ministries, and debt management offices to discuss, standardize, and mainstream resilience-enhancing instruments in the $70 trillion sovereign debt market. It exists alongside and in direct partnership with NF’s broader Innovation Finance workstream, which works to prototype tools, instruments and innovative approaches through live country pilots and stakeholder partnerships that the SSDH then helps translate these innovations into broader frameworks, standards and market norms.A key responsibility of the Deputy is to connect these two functions, helping move innovation from pilots into system-level reform. The Deputy also activates the SSDH Advisory Board and wider practitioner community around the reform agenda, using these relationships to drive meaningful policy and market change. The Lead and Deputy operate as genuine partners: the Lead provides technical authority and overall strategic direction, and the Deputy provides operational leadership and institutional coherence and delivery, with a focus on advancing resilient sovereign finance, particularly for low and middle-income countries Key Areas of Focus Strategic leadership of the SSDH as NF’s mainstreaming platform The SSDH’s central function is to take innovations in sovereign finance that NF and others are proving out in live pilots and country transactions, and translate the learning into mainstream practice, new standards, instruments, and norms that shift how the $70 trillion sovereign debt market operates. The Deputy is responsible for ensuring this connection between NF’s innovation work and the SSDH’s standardization and scaling agenda is active and effectiveSpecifically:Maintain and develop the SSDH’s authority and relevance as a convening platform for MDBs, industry bodies, finance ministries and debt management offices, supporting the testing and adoption of proven innovations at scale.Build the pipeline from innovation to standardization, ensuring evidence and learning from NF’s country pilots, including KPI frameworks, resilience adjusted debt sustainability analysis, sovereign technology and credit enhancement are shared, tested and developed into scalable market standards and instruments.Drive strategic adoption, working with the Lead to identify the institutions and stakeholders best placed to adopt and amplify specific innovations, and creating the convenings, task forces and partnerships to support this.Lead the SSDH Advisory board, ensuring members are informed, engaged and actively contributing their expertise, influence and relationships to priority reform opportunities.Respond to emerging developments, identifying moments with the SSDH community can provide timely and credible responses to issues such as sovereign debt distress, food insecurity, climate shocks and declining ODA.Ensure the SSDH team’s deliver, with clear work planning and close integration between the SSDH and NF’s broader Innovative Finance team across the innovation-to-mainstreaming pipeline. London Coalition oversight The London Coalition on Sustainable Sovereign Debt is a multistakeholder initiative hosted by SSDH bringing together private-sector creditors, sovereign issuers and advisors, MBDs and official-sector partners to develop practical reforms to debt architecture. The Deputy provides oversight above the Secretariat, including:Ensuring the LC Secretariat Lead and Associate Director have the strategic direction, organizational support, and senior backing, including engagement in relevant global policy processes.Sustaining NF’s engagement with official sector stakeholders relevant to the LC — including HMT, G20 working groups, the Paris Club, GSDR, IMF, and World Bank counterparts, in coordination with the LC colleagues.Ensuring the LC’s outputs including bondholder debt-pause mechanisms, non-bonded debt reform, and related innovations reinforce the SSDH standardization agenda and NF’s resilient sovereign finance strategy. Team line management Set clear priorities and expectations to support development and wellbeing and make trade-offs explicit when capacity is stretched.Build and maintain a high-performing, inclusive culture based on intellectual ambition, accountability, open communication, and care.Connect team members to the wider Nature Finance organization, investing in their development and collective capability beyond immediate delivery needs Country engagement coordination on the SSDH/LC dimension The Deputy holds the SSDH and London Coalition’s engagement with borrowing country governments and DMOs in several key areas:Coordinating NF’s country engagement across the SSDH and LC dimensions, ensuring coherence with key local partners.Ensuring country work is genuinely country-led, grounded in the realities and priorities of borrowing country governments and DMOs, and delivers demonstrable value.Building the broader ecosystem of actors including DMOs, MDBs, investors, civil society, academic institutions needed to scale the SSDH’s approaches at a systems level. External representation and fundraisingExternal representation of the SSDH agenda externally through stakeholder convenings, advisory board sessions, and partnerships across the sovereign debt reform community.Act as a key relationship holder with major donors contributing to donor engagement, grant reporting, and strategic conversations about the evolution of the resilient sovereign finance agenda.Contributing proactively to fundraising by identifying funders, developing proposals and diversifying the portfolio, in partnership with the Lead and NF CEO What We Are Looking For Technical expertise Deep, hands-on expertise in sovereign finance and debt including debt sustainability analysis, sovereign debt markets, restructuring, credit enhancement instruments, sustainability-linked instruments, and/or international financial architecture reform, typically 10+ years.Strong command of the policy and market landscape governing EMDE sovereign borrowing including MDB guarantee instruments, credit rating frameworks, EM debt indices, and the evolving nature-climate-debt nexus.Familiarity emerging approaches such as KPI-based performance frameworks, resilience-adjusted DSA, leveraging AI and technology. Political orientation and reform instinct Genuine reform orientation understanding of power dynamics in international finance and how to translate the SSDH community’s influence into practical reform, not simply managing its programme.Political awareness and experience engaging constrictively and effectively with governments, MDBs, multilateral processes, with an understanding of how these institutions operate and how to influence them.Experience in field-building and ecosystem strengthening, understanding the importance of building the evidence, capacity and coalitions needed for lasting systemic impact.
